Memorandum of Understanding
1. Agreement
This Memorandum of Understanding (MOU) is entered into by Nora PBC and the Child Safety Initiative (CSI), effective as of 12/31/24.
2. Purpose
This MOU outlines the collaborative relationship between Nora PBC and CSI, defining their respective roles, responsibilities, and commitments to advancing child safety reporting and education. Both parties share a unified mission: to improve the quality and efficiency of child abuse and neglect reporting practices.
3. Parties
Nora PBC is the parent organization responsible for developing, managing, and maintaining the National Online Reporting Assistant (NORA). Nora PBC also provides operational support for CSI, including strategic guidance, financial oversight, and legal compliance, ensuring alignment with its mission to advance public safety and accountability.
Child Safety Initiative (CSI) is a charitable initiative organized by Nora PBC, focused on designing strategies and fostering collaboration to improve child safety practices. CSI provides public access to NORA as part of its mission to enhance reporting systems and deliver educational resources. By leveraging NORA and Nora PBC’s operational support, CSI bridges critical gaps in reporting, education, and agency intervention.
4. Roles and Responsibilities
Nora PBC Responsibilities:
Provide Technological Support: Develop and maintain reporting software to enable comprehensive, actionable reporting of abuse and neglect.
Deliver Operational Support: Manage accounting, legal compliance, human resources, and other operational functions to ensure CSI operates effectively.
Implement Programs: Execute CSI’s strategies by delivering education, training, and outreach programs to improve public reporting knowledge and align reporting practices with statutory requirements.
Leverage Strategic Resources: Build partnerships and mobilize resources to advance CSI’s mission and activities.
Support Monitoring and Reporting: Collect, analyze, and report on progress and outcomes related to child safety initiatives.
CSI Responsibilities:
Develop Strategies: Design strategies to advance child safety and improve public knowledge of reporting practices.
Centralize Resources: Bring together partners, stakeholders, and resources to amplify the impact of child safety efforts.
Engage Stakeholders: Collaborate with educators, social workers, policymakers, and community organizations to ensure strategies are informed by diverse perspectives and real-world experiences.
Monitor and Guide: Oversee the effectiveness of efforts and guide implementation to align with CSI’s mission and objectives.
Shape Advocacy and Awareness: Lead messaging and advocacy efforts to enhance public understanding of child safety issues.
5. Shared Commitments
Both parties agree to work together transparently, ensuring alignment in their messaging and activities.
Both parties will maintain the highest standards of integrity, professionalism, and confidentiality in all interactions.
Both parties will prioritize child safety and the well-being of vulnerable populations in all initiatives.
6. Legal and Financial Considerations
CSI acknowledges that it is not an independent legal entity and operates under Nora PBC’s organizational structure.
All funds raised by CSI will be managed by the fiscal sponsor and disbursed to Nora PBC to support CSI’s operations and mission-related activities, with implementation carried out by Nora PBC.
Nora PBC will submit periodic financial statements to CSI to ensure transparency and accountability for activities supporting its goals. These statements will align with invoiced activities managed by the fiscal sponsor.
7. Duration and Termination
This MOU shall remain in effect until amended or terminated by mutual agreement of both parties. Either party may terminate this agreement with 30 days’ written notice, provided all shared obligations have been fulfilled.
8. Amendment
This MOU may be amended at any time by mutual written consent of both parties.
